Skills that make the work valuable
- Cross-project dependency mapping
- Program governance
- Benefits measurement
- Executive decision briefs
Build proof, not just a list
Model a fictional expansion into a new region. Connect legal, operations, product, and support workstreams in a dependency map, then write a governance plan and three realistic escalation scenarios.
How to price this work as a freelancer
Price the breadth of the program, decision forums, and expected escalation load rather than counting project plans alone. Fractional capacity works only when stakeholders know when you are available. Include discovery time to uncover hidden dependencies before committing to a recurring delivery cadence.
Start with the income you need to replace
Required hourly rate = (target salary + benefits budget + annual business expenses) ÷ (annual billable hours × share of revenue retained after fees).
For illustration, $100/hour × 25 billable hours/week × 48 working weeks = $120,000 revenue. After $20,000 in business expenses, that leaves $100,000 profit before personal taxes. Replacing a $100,000 salary plus $15,000 in benefits under those assumptions takes $112.50/hour, with no percentage fees.
These are editable planning assumptions, not rates surveyed for program manager work. Your personal taxes, location, contract terms, and workload still affect the comparison.
Employee or freelancer?
Working as an employee
Employment supports the long relationships and internal authority that complex programs require. Evaluate offers against the actual scope of decisions, resources, and executive support attached to the title.
Running a freelance business
Independent program work can fit transitions or major launches. A temporary leader still needs a sponsor with authority; coordination becomes difficult when accountability extends beyond the access granted.
Where this career could take you
- 01Project manager
- 02Program manager
- 03Portfolio lead or program director
An example path, with room for lateral moves or specialization. Progression depends on opportunities and demonstrated work; these steps do not imply a timetable or salary increase.
Try one small next step
Take two related initiatives you understand and map their shared people, decisions, and dependencies. Ask a delivery leader which coordination risks you missed.
